I think it could work the other way: you decide BEFOREHAND how much your bill will be and you can only use the amount of electricity equal to the cost of the bill. I think the caricatures need to be better. I believe there is a big market out there for any person/company who finds a new way to create funny caricatures. Here's a way to create funny caricatures (we did this at work): simply get a group of friends or workmates to draw portraits of each other. I guarantee you some of them will be hilarious. You could start a blog or website called something like "The first 100 questions of philosophy". Each week you could ask a key question of philosophy (say, "how should I live life?") and visitors would be asked to contribute and discuss. They could also provide links for further discussion, list appropriate books and name philosophers who have tackled that particular question.
