Increase the slalaries of employees who are the most friendly and supportive of others, and those who smile a lot. Add penalties such as fines for those who contribute to stress, those who like to argue, to gossip, to yell angrily and so on.

Less rules made by those who are not immediately involved in the specific area of work. I've often seen rules put in place that are unworkable to those they effect, thought up by those who aren't doing the actual job.
