Have you checked out Moai Technology and the many others in the auction/reverse auction space? To make a configurable/building block system simple enough for procurement - non techies to use, will be difficult. How many non-s/w people do you know that configure/customize windows to their use?

The whole concept revolves around webservices. Now what i/we intend to do as a company is to create webservices for an e-tendering engine. The reason behind all this is that we have many clients who wish to use the engine but when we enter into a collaboration there are usually requirements to change the look and feel and stuff. So instead of giving them a different look and feel or something like that i/we intend to give them the funct. of webservices and let them design their own site.
