Use 4 submarines to go around in circles over the leak really fast so as to form a whirlpool that will collect all the oil in the center of the whirlpool and make it easier to collect with a funnel on top of the leak.

Put a funnel on top so all the oil goes into the funnel and then slowly make the opening of the funnel smaller to cap it.
