Our church is small (about 80 members), liberal and open-minded (we take the Bible seriously but not always literally). We don't have a lot of money for advertising.

Have a Celebration with the help of the congregation in supplies and food once a month to your service. If they don't come for the service they will definitely come for the food then be their friend and get to know them.

start social groups for members such as 'baby boomer group', 20's-30's etc., and maybe this will draw more people in knowing they have a community within the church they can get involved with.

Make a video of a typical service and post it on YouTube.com. Also, make sure that gay people are welcome by specifically mentioning this fact.

See if your local newspaper/newspaper web site has a social media or community channel related to your geography or churches as a topic and post an invitation or url.

Remember all current 80 members names, daily call them with their names and talk to them friendly, then they themselves will tell to their friends
