How to make riding a bike on icy surfaces safer?

I have to ride my bike to work. It's a thoroughly enjoyable and refreshing experience whatever the weather, but I worry about the safety aspects - particularly when surfaces are icy. Can you think of any solutions to the problem? If there are any existing solutions to the problem then please let me know about those too! Also, how dangerous is it? Am I over-reacting to the problem?

For a class in undergrad we invented the "tire claw." Essentially an innertube with metal studs you wrapped around the tires of the bike. I think there are products like this on the market now.

When I was working as a postman in Sweden during winters we used tyres with studs (is that the right word). I also learned what kind of snow and ice that where more "solid" and therefor more slippery.
