Excess paint is usually either disposed of or donated to a local hazardous waste facility. Some facilities will recycle the paint and give it away for free to residents and businesses. According to the San Francisco facility, there's more paint than they can give away. If you get paint from one of these facilities and create custom colors, there could be a market for it. The upside to recycled paint is that it's cheaper and covers well due to increased thickness.

What if there were a website where you could buy/sell excess paint, and search by exact color, finish, and manufacturer, just like you would at Home Depot or Lowe's? Is there enough excess paint floating around out there to make a market out of it?
