What if you did a pricing strategy like with idea #2, but also you let the community increase/decrease the price depending on the number of "good idea" votes it recieved. This way you will reward more creative thought, and insure that it is not taken advantage of.

What if every person was paid 2 cents per idea if the idea was accepted as valid. The person asking the question sets the budget and the brainstorm is closed after the set number of valid ideas are received.

What if the person asking the question gets to set a budget for his brainstorm, then gets to rate all the ideas generated for her brainstorm, and the top 5 brainstormers get a prize from that budget.
